Οι ομάδες συγκροτούνταν από πολίτες με περίπου ισοδύναμα στο σύνολο περιουσιακά στοιχεία, ώστε τα μέλη μίας συμμορίας να καταβάλουν τα ίδια ποσά. Ο αρχικός αριθμός των ομάδων αυτών από εκατό (100) μεταβλήθηκε αρκετές φορές όταν κρίθηκε σκόπιμο ή όταν το απαιτούσαν οι περιστάσεις. Οι μέτοικοι κατατάσσονταν σε ιδιαίτερες συμμορίες και κατέβαλαν τα ποσά που τους αναλογούσαν, διαφορετικά από εκείνα των Αθηναίων πολιτών. Ο θεσμός των συμμοριών απαντά και σε άλλες περιοχές της αρχαίας Ελλάδας."@el, "Groups of citizens who were obliged to pay tax (eisphora) or to undertake the liturgy of the trierarchy in Athens during the 4th century BC. The groups were made up of citizens with roughly the same amount of property so that members of a symmoria paid the same sums of money. The initial number of these groups was one hundred (100) and it changed several times when it was considered appropriate or when circumstances required it. The metics were assigned to special symmoriai and paid the sums specified for them, which were not the same as those paid by Athenian citizens.
