Οποιοσδήποτε πολίτης μπορούσε να προτείνει γραπτώς στον γραμματέα της Βουλής νόμο σε αντικατάσταση παλιότερου. Αυτή η διαδικασία νομοθεσίας προσλάμβανε τη μορφή δίκης. Ο πολίτης που πρότεινε το νέο νόμο παρίστατο ως κατήγορος, ενώ την υπεράσπιση του παλιού νόμου αναλάμβαναν οι σύνδικοι (συνήγοροι).
